as evidenced by the previous reply, there's absolutely nothing wrong with this image.
if you want more drama, "wow, pizzazz", etc., it's gonna come from her pose, her facial expression, and other stuff happening in the image (such as a fight/battle, etc.).
an image of a woman holding something is not going to be very dramatic, you have to pick something that would tend to lend drama in the first place...

I'll bite - You could try a different sky, those can change the tone of an image pretty fast.
A fiery orange and red sunset with some large rolling thunderhead clouds.
Right now the blue sky with fluffy clouds is very calming.

I think the biggest thing you could do here would be to make her dress extend all the way to the bottom of the image and twist in the wind, just playing up what you've already suggested here. You could probably do it just by cropping the bottom, or just repaint the lower part of the skirt.
