Hi there,
I wanna be a character Deigner and i have decided selflearning.
I dont wanna get admission in any art school i can learn it my self.Is this Possoble ?
If yes,,,Then please tell me what the first step for ?
Please tell me start up.
and also tell me about what hardware and software requires for this.
Tell me all things about it.

My tip: before you go to hardware and software, start with pencil and paper first. ;)

Yea.........you are absolutely Right.
I can start with sketching.But what ?
I mean is there any good books for sketching Or whatever.from where to start sketching ?

I suggest you start sketching and referring to anatomy books. Learn the basics of anatomy: the why's and the how's. From there you can start focusing on other more specific things like lighting, picture composition, etc.
There are downloadable books in this site. Check the one by Loomis. It's very accessible to beginners.

Jie made some really good points. I have some others.
Start drawing from life. Draw anything. Draw a lamp in your house. Do a life drawing of an egg. Draw people. It doesn't matter how bad you think you are in the beginning. Life is the best reference and if you're thinking of doing character design, you should definitely practice the most on people.
Get a sturdy sketchbook that is easy to carry around. Something that will not fall apart. And take it everywhere with you.
Do a study of basic shapes and their lighting. Cylinders, spheres, rectangles, and cones. These are shapes that can be applied to anything.
And start a digital sketchbook here, so people can critique and help you with your attempts at drawing. You don't have to get a scanner, just take well lit pictures of your progress.
Don't get into character design right away. Like I said before, get comfortable with drawing from life first. That way it'll be a lot easier when you have ideas in your head for characters.
Don't worry about digital painting or anything like that, at least not yet. Get yourself comfortable with a pencil first.

I couldn't draw portraits to save my life a year ago, but I STARTED which is really important. Don't just sit there doing nothing, start doing something NOW, anything!. After 2 portraits I started to become better at shading, etc. Now I'm mostly concentrating on anatomy...people start at different parts all the time.
Make sure it's not tedious to you, or you will start doing something else or give up, remember that it has to be fun.

You already are what you want to become. Just start acting like you're hardcore character designer and it will happen.

its always yourself that will teach you; you just go the school for the guidance and the profs just tells you what to do to learn.
my tip is
other than the anatomy, and techniques,
research about costumes, personality, etc.

Well, I'll be among the first to say that you don't need an art school, only motivation and a strong desire to improve. However, saying you decided against art school, and then asking that WE give you everything you need to get started is the wrong approach. That's basicly like saying you don't want to pay for an art education, then asking for one for free.
Here's a better approach: You tell us what YOUR plan is, and then maybe we'll offer suggestions.
Hint: There is already more than enough information on this forum free for the taking if you take control of your education and look for it.
