How do I "thank" people?

I searched "thank" and "thanks" in the FAQ searchbar, and got nothing.
Heres how a regular post looks in my browser:

Is it cause I'm lvl 1?

Thanks don't kick in until a certain post count, I'm not sure what it is but it's not very high.
