my pc isnt all that great besides having a cable modem and i haven't the money to go out and buy a drawing tablet and programs to color on the computer...in time though...
...heres what i have to work with:
-HB SOFT pencil
-12 col-erase colored pencils
-bunch of crayola pencils
-smooth writing black and red pen for inking
-decent drawing pad
-decent eraser
anybody know of any good tutorials that can make good use out of these...like how to give a professional look when color penciling?

www.draw123.com maybe. other than that you can just experiment. when doing color pencil work, i just ussually do the same thing i do with paint,s or art programs or anything else ... initial sketch, light refinement, then layer and blend colors, then add final refined lines.

layering colours when using pencil crayons is about the most important think you can learn with them, IMO. If you have a white pencil-crayon you can use it for blending. I've seen very skilled people get a paint-like feel to their CP drawings. Just takes practice. They're one of my favourite media.

asking what to do with regular drawing materials like these is like asking what you've got to do in front of a bike in order to make it work. you just have to grab the thing with your two hands, and ride.
afterwards, yes, professionnal hability does make the difference, but i guess you're far from the point if you consider that there is a "ready made" recipe to respect before grabbing a pencil.
don't get me wrong, but you can do marvelous things with a single pencil and an eraser, or even for color needs, traditionnal pencils are great. it's not like if you had to wait for a good puter and drop traditionnal media just afterwards.(unless you have a client who wishes to have digital rendering only)
both are complementary and both are amazingly important for your own art. :D

i'm sure you'll have great time discovering regular color pencils.
i did a lot of these, long ago. in fact, it was the only thing i did for years.
