Fur as opposed to skin

I am working on something and i want to make the character look like fur all over like a tiger or a lion but i am unsure about how to go about it in photoshop any help would be appreciated

try and make a custom brush for it, or look in the sticky threads at the top of this forum for custom brushes.

Well the custom brush is nice, but even a very thin brush, and doing the strands of hair individually. One tip is to just keep building up the colors. Start with black, then go to white, then work your way into the middle tones. (If it's black and white, use colors if need be)

If it's color then you can also use a low exposure setting on the Burn + Dodge tool, use it where the light would hit more.
