While I'm excited at seeing an employer pay decent rates, your offer seems more like a contest than a job. Unless you consider artists through their portfolio and not unpaid workups?

I'm concerned about what happens to the "sample" work you do get. I for one wouldn't want my art used as the "ugly" example.
