I saw a post like this on another forum and I thought it was a great thread. I decided to share a list of things that I use to help promote my art for other forums benefit from.
There are a lot of free ways to promote yourself offline.
Send a press release to your local newspapers and tv stations.
Notify your local chamber of commerce.
And thanks to the internet there are many online also.

For bookmarking I use
http://onlywire.com

It submits to 22 bookmarking sites including delicious, blinklist, and the more popular ones. After singing up the actual bookmarking only takes a few seconds- so 22 bookmarks for a few seconds time is not bad.

There is also:

http://redbubble.com
http://artgonia.com
http://deviantart.com
http://macacca.com
http://artbyus.com
http://www.art-agent.com/
http://www.artpromote.com/
http://dart.fine-art.com/artlinks/
http://www.artboost.com
http://www.artbeacon.com
http://www.absolutearts.com/

Each of those will allow you to post a link back to your site also. Which is extremely important. If a Google search is done for your name- the additional Google listings will add credibility to your name and work.
If you wish to have a blog promoting your art a few great services are:
http://blogspot.com
http://wordpress.com
http://livejournal.com
For social networking with other artists try:
http://youtube.com
http://orkut.com
How many others can you think of?

For being kind of like spam, this isn't bad advice.
