You can always take a look at some of the California schools listed here:
http://www.aicad.org/

My advice would be to go to them personally and just outright ask how many of their recent grads are doing what it is you want to be doing. Check out their facilities. See if the faculty are active working professionals as well and don't settle for any less. While you're there, talk to their students, see what their work looks like and if it isn't somewhat intimidating you'll need to move on (you'll want the challenge). And probably most importantly- see how the place feels to you. You're the one that's got to attend that place for the next few years. Trust your gut too.

Good luck with your choices.

It seems a bit odd to be aiming towards lead animator in college, as that's almost always a position gained from promotion during your career.

concept design in Cali would most likely come from Art Center.

You've got plenty of great choices in California. Art Center, CalArts, Laguna, and the Academy of Art are all great places to look into for animation/concept work.
