So I want to do the general game designing as a future job but I have to go to school first
Thing is I'm not buying that "game Design" major
Can't you take digital art or any other major which would still train you fit for the industry??

What area of game design are you wanting to learn? There are some exceptionally different jobs in that field. "Game Design" teaches a broad spectrum of those jobs and I would most certainly say that it is not anything like a "Digital Art" major.

I want to do some writing, storyboarding and art.

Hmm, Sequential Art (comics & storyboarding) is the closest I can come up with...there are classes for creative writing, storyboarding and general art (including concept art).
If writing is your chief concern, then a Creative Writing minor in conjunction with an artistic major is probably a good idea.

Check out RIT. They have animation majors, game design majors, and all the computer majors such as software engineering. At he very least. you can go in undecided and pick out which major you want after a year of exploration.
