I wnat to create a oil layer underneath my original sketch however I can't figure out how to do this in painter. Every layer is placed on top of the previous...should I just start with a oil layer and place my sketch on top?

Try this, first adjust the brightness/contrast or using equalize to give a high contrast to your sketch ( try to get a black and white image). Select All, ctrl/command>A, and click on it using the Layer Adjuster tool. This makes the sketch it's own layer. In the Layers palette, change the composite method from Default to Gel. The white areas are now transparent and you can see the canvas underneath. To avoid mistakenly painting on the sketch layer(I've done that), lock it. Select the canvas layer and paint away.
