I can think of a lot of ways to "Simulate" this in painter.
The easiest I think would be to create a silhouette of the figure you want to use.
Make that a selection then a layer filled with black. Next fill your canvas with black.
On the canvas layer, use an opaque tool something like the scratchboard pen and draw your patterns.
You can use the effects>focus>blur to soften a little.

THANKS for the suggestion tomt! I will try it out. Are there any specific brushes or brush settings that you reccomend?

There is also the Glow Tool in painter? It's in the FX brush set, and pick a near dark of the color you want to make it bright in. Like electric blue, go to the HSV and pick the close to black of that. It might help?

You could also try some of the Grappa Applets (http://www.eigelb.at/), take a screenshot, then open the image in Painter.
What I did for the screenshot captured image below was to download the Grappa BR applet, change the applet width and height dimensions in the Grappa.html document (included in the download folder) to 1000 x 1000 pixels, then opened the html file locally in my browser before painting in the applet window.

Well changing the color will change the color of the glow, I'd also say if you have a tablet it should respond to the pressure of your stylus to create brighter glows.
I attached a file to show a demonstration with the glow tool - sorry if my handwriting is crappy but is this what you're kinda looking for?

Hi,
A few suggestions:
1. A lot of the sample images you provided look like fractals and you might have some success creating fractal images, then using them in Painter. As I'm writing this, I see sandman's posted a sample that looks like what I mean. Looks great, David!
2. Painter's F/X's Neon Pen uses both Main Color and Additional Color in the brush stroke:

3. Also, sandman's (David Gell's) Suminigashi brush library includes brush variants you might be able to use to get some of those effects.
Download from this page:
Suminagashi Brush Library (http://homepage.ntlworld.com/david.gell/pages/brushes1.html)
There's lots more that can be done with these brush variants David didn't include in his demo that you'll discover if you spend time playing with them.
Suminagashi Brushes Demo (http://homepage.ntlworld.com/david.gell/pages/suminagashi_dem.html)
This is only another small sampling I did just now and, again, you'll discover a lot more by playing with David's Suminagashi brush library:
Three strokes painted using the Suminagashi brush library's 1 Suminigashi brush category, and the Suminagashi Grad, Suminagashi Grad a, and Suminagashi Brad b brush variants:

Combining all of the methods suggested in this thread, you should be able to get a wide variety of light writing effects.

That's good news!
I hope you'll show us what you do with one or more of the suggest methods. Sounds like a fun project.
Cheers!
