I'm certainly not in London (or even Europe for that matter), but e107 is a great framework for websites. It has nice gallery framework, and is easy to update with news and such, and is easy to incorporate sales into. If you aren't very tech-savvy it can be a little difficult to set up after you've acquired hosting, but I'd be happy to help you out with setup and layout. Feel free to shoot an email to me if you're interested (I don't have the time to design a whole site for you, but I can help with the technical side).

for free?!?
I don't think so. It takes months to work out design details alone, let alone the coding.
Your best bet is either an open source cms that you'll have to figure out mostly yourself, or go to sites like scriptlance and take your chances with the 5 dollar bidders from Nigeria.

So in other words, and forgive me if I'm wrong - but I translate this as: "since I wasn't able to ensure that my previous vendor of web design services engaged in trustworthy business practices before giving him my budget- I'm now without sufficient funds to hire proper web designer. I'd like one of you to pay for my error and give me said web services, that at the time I valued as at least "around $800 in instalments", for free."
I suppose that seems equitable to you- but artists/designers aren't really here to provide "bad business decision insurance" for you. I hate to be blunt, but part of a business model or plan is to account for the expenses of making your business! It's not the burden or responsibility for freelance designers or designers needing portfolio work to subsidize your business venture. "...i f i sell enough stuff then i may be able to give you some cash at a later date..." doesn't cut it, I'm afraid. The potential designer is not your business partner- they're a vendor of services.
llothcat basically is correct in finding this request a bit presumptuous on your part. You're asking for an awful lot of code work(websites, storefronts, secure purchasing i assume...) No one else does this for free so why should someone on CA?
Be this as it may, there might be a positive solution to your problem that would satisfy your current unfortunate lack of funding and save someone from having to unreasonably give away services.
Go to your local university or college or trade school- looking specifically for whatever department teaches web design. Make an appointment with the individual there in charge of dispensing internships or practicums. You will undoubtedly find that a number of students NEED to have work like the kind you're asking for for their final projects and so on. Most of the time, this work is provided to individuals or businesses in exchange for you providing status reports to the school as well as an evaluation of the student's work at the end- for which they receive credit. A much better/more ethical exchange of services in lieu of money- all hands happily washing the other. I strongly urge you to take this more ethical and "fair exchange" means of getting what you need.
Hope this helps.

And that is why not one professional will help you when you act like this.
