How to achieve Turner painting effect digitally?

Hello.

I am curious about how you would go about creating or mimicking the look of watercolour or oil paint using Photoshop or Painter.

I like the look of Turners works, and I would really like to create digital work with the same feel.

I can recall some decent watercolor tuts on deviantart.com, it might have some oil ones to boot.
