I don't know if you’ve done much traveling, but that looks just like the Old school Communist housing complexes I've seen in central and eastern Europe, and let me tell you, some of them are real slums (I used to live in one). Good work.

Thanks worldlydave! That makes me very happy, because - although I've never been there - that is EXACTLY what I was trying to achieve. A combination of some vague "National Geographic Magazine" memory, and my imaginings of what must exist.
