on the coloring -
The highlights are way to strong. It looks like he's wearing plastic clothes... unless he is, then you kinda pulled it off. But I'm sure you were trying to go for jeans and not plastic pants... If that's the case, then study the look and color of jeans... just download some pictures. Also, try some texture.
on the character -
i know you said you wanted mainly crits on the coloring and not the character, but the subject titled is "Look!! New char" and not "Look!! New colors." Honestly, it doesn't look too new to me... looks very unoriginal. I mean, an anime character with blue, spikey hair is pretty cliche. I say get rid of the spikey hair, unless you're going for the dragonball look. You don't really have to change the color, but having both the blue and the spikes is just too much.
Hope this wasn't too rough of critique, but I do hope it helps you. Work on it more and lets see an update :)

I noticed your only 18...are you applying to any art colleges???
There are some great online resources to help you grow with your fundamentals.
Loomis has some really great books to get you started...

As for the Painting... here are a couple things to always keep in mind ...
-the "core shadow" is whats doing to make it look 3d
-vary the soft and hardness of the brush stroke. look at yourself in the mirror and make note of what edges are more soft and what are harder.
there is much more to keep in mind..of course...
...Perhaps you should take interest in what Andrew Jones is doing with his "Self Portrait" section... Definately the more you paint from life the better you get...
I'm definately not a great painter by any means, but I'm trying to make my ways forward...

skrubbles > dont worry about being to hard on me... i need it. as for the coloring i just got a waccom intuous 2 tablet a month ago so im getting uesd to digital art. I want to learn how to create depth in my drawlings but i cant seam to find any tuts on painter classic. as for the hair the color can easily be changed. it was just the easiest thing to do at the time.
JOSHUATHEJAMES> i wanted to go to the art institute in santa ana but it was way too much (63,000 for a 3 year programm). i got in cal state university and im majoring in art. im really excited because in finally get to go to school and do all the stuff i've been waiting for all my life.

update: changed the hair style and color, made the pants less "shiny", and changed the sweatshirt to look more like a "lettermans" jacket

The cloth looks a bit too glossy, and a bit too stiff also. Your drawing style seems very tense and edgy. Try to loosen it up and you might get better results.
Do you start from shapes and vague outlines, or do you start out drawing the final thing?
I know a guy who draws the details first, and that can really ruin the work. This is pretty good, by my standards. Keep it up!
Another thing... you have probably heard this time and time again from people on this forum, but you should really try not to draw exclusively in the anime style. I've known people who drew in the anime style so much it completely threw them out of whack when they tried to go back to a more realistic art style.
In short, do anime, but do some realism on the side. Try developing your own style! It is something that will draw the admiration and respect of your fellow artists!

I completely agree man. It'svery hard for me to figure out a uniquely "my" way of doing eyes now. it all just looks like anime.
Aside from the colouring, I'd say go back and work on your anatomy a little. Things don't seem to mesh well underneath the clothes and if you don't have a body underneath the clothes, it's hard to simulate the wrinkles in clothing.
colours, Just remember that you going from direct light to possibly no light, or more diffuse light. So choose your brightest colour, decide where the brightest spot is, and work your way down the shades until it reaches the darkness you want.
I'm just spouting this off the top of my head. Hopefully it helps you. :)
