Does anyone know any good tutorials/tips for painting metal that is covered in flaking paint?

The difference between the two is mostly texture. Is the paint matte or glossy? Is the metal shinny like a mirror or dull like an iron skillet? Is it silver, gold, black? Attention to texture and color is the main thing. Overall, the form needs to turn at the same speed. A good exercise would be to get two identical metal objects and coat one in paint, then do studies to understand how the painted surface differs. Easier than that, get a metal object with flaking paint and study that.
Generally, your metal surface will probably have a much faster shift from the lights to the darks and more blown out hot spots, while the painted areas will have a more gradual shift from highlight to dark.

or you could sand key areas and use an enamel marine sealant or gel matte medium thinned...
depends more the type of paint that is currently on the metal, on the porous nature of the paint ,, is it scratched? what type of paint will you use?
how much of the "flakeyness" do you want to show through? any? only at the margins?
these are all crucial factors.
