I missed the red dots the first time around.
Some of the form is lost in his shoulder on the jacket.. it's all one flat tone and you can't see it popping out anywhere. The face and hair is painted beautifully but his head is very large compared with his body.
The colors are pretty nice as well =)

Who is this guy?
For what freedom he wanted to die for - for political freedom, or for kidnaping freedom, drug usage freedom etc.? If you are illustrating idea, let us know. You can add political posters or whatever, look at Norman Rockwell paintings ( yes, I know it's kitch ;) ) - you don't even need a caption to understand them.
P.S. Yes, red dots are unnoticeable. You can make them bigger or make them brighter and reduce window brightness - this will pop them to the first plan.

Good drama on this. Nice drawing.
I liked the red laser sight dots very much. Once I recognized them the whole picture took on a new light.
The jacket and shoulder are missing the proper folds.
The face in shadow... The face in shadow has a light source too. Thus the there will be shadows and highlight there too. Since the room interior is of a greenish hue, it would be natural to have a greenish light shining on his face.
Instead you put an orange light on there coming, I think, from above and to the left. So that makes 3 (!) light sources in the picture, one of which you are ignoring (the interior green light)
See my attachment for clearer explanation.
Nice job other wise.
EDIT: I see now that there is some attempt at greenish light on the body, but none at all on the face, which is where most of my attention goes.
Best,
kev
