Photoshop Brush hardness

Hey guys, I have a problem with my photoshop. It doesn't seem like the "Hardness" setting does anything. I've been searching around online but I cant find anybody else that shares this problem. If you guys could help out, that would be great.

By the way, my version is Photoshop CS.

maybe you can reload the brushes? and then choose a soft edge brush, before adjusting the hardness.

You've got the pencil tool selected. Click-hold the mouse over the brush tool, wait for the menu to pop up and select the brush.
